Job Description

Bishop and Company is searching for a Project Analyst.
This is a 12-month contract with strong potential for extension.
 This position supports Operations Planning & Construction Management (OPCM) staff and/or Investment Planning & Strategy (IP&S) project and program managers with accurate and timely analysis of major project and program performance and progress consistent with approved budgets and milestones. 
***Please note only Oahu residents will be considered at this time***

This schedule for this position is weekdays from 7:30 am - 4:00pm with some flexibility.  There is an option for remote work, but you must be available for in office onboarding, training, meetings etc.
Project Analyst 

The Project Analyst supports the Operations Planning & Construction Management (OPCM) team and/or the Investment Planning & Strategy (IP&S) group by providing accurate, timely analysis of major project and program performance. This role ensures alignment with approved budgets, schedules, milestones, and regulatory requirements. The Project Analyst serves as a key resource throughout all phases of project initiation, planning, execution, control, and closeout.

Key Responsibilities
Project & Program Planning
  • Support or lead project initiation, planning, execution, control, and closeout activities for OPCM and IP&S initiatives.
  • Configure and maintain project information in SAP, UI Planner, and other systems.
  • Develop project plans, work breakdown structures, schedules, budgets, risk analyses, and communication matrices.
Regulatory & Internal Approvals
  • Prepare reports, analyses, and presentations to support:
    • Authorization for engineering, materials, and construction expenditures
    • Public Utilities Commission (PUC) approvals
    • Rate case filings
  • Coordinate with regulatory affairs, finance, community relations, legal, and other internal groups to secure required permits and approvals.
External Relations & Communications
  • Prepare project information for community groups, neighborhood boards, government agencies, utilities, and media.
  • Support public meetings and regulatory hearings, including preparing testimony and presentations.
  • Assist in addressing community concerns and resolving project related issues.
Project Controls
  • Develop, automate, and analyze project cost and progress reports.
  • Monitor SAP and UI Planner updates to ensure accurate, timely reporting.
  • Track design, permitting, materials, and construction status; follow up with leads to maintain schedule and budget compliance.
  • Ensure all project costs are posted accurately and promptly.
Project Closeout
  • Support contractual and administrative closeout activities, including:
    • Final acceptance and signoffs
    • Record and drawing updates
    • Procurement audits and reconciliations
    • Lessons learned documentation
    • Work order and accounting closeout
Emergency Response
  • Participate in company emergency response activities as assigned.
Required Qualifications
Technical Knowledge
  • Proficiency with Excel, Word, PowerPoint, SAP, UI Planner, and related systems.
  • Understanding of GAAP.
  • Experience with matrix project management systems and critical path scheduling (MS Project preferred).
  • Ability to learn:
    • Project management principles
    • Earned Value (EV) analysis
    • Utility information systems
    • Permitting processes, land use, and regulatory/public affairs
    • Electric transmission, substation, and distribution systems
    • Utility operations and regulations
  • Knowledge of workplace safety best practices.
Skills
  • Computer: Advanced proficiency with project management, scheduling, spreadsheet, and database tools.
  • Analytical: Strong ability to interpret trends, forecasts, and models.
  • Critical Thinking: Ability to define problems, analyze information, evaluate options, and make sound decisions.
  • Communication: Clear written, oral, and listening skills; able to prepare and deliver presentations.
  • Interpersonal: Able to collaborate effectively, manage conflict, and maintain professionalism.
  • Organization: Strong time management skills; able to handle multiple priorities and adapt to changing demands.
  • Relationship Building: Ability to develop positive relationships with internal teams, leadership, and external stakeholders.
Other Requirements
  • 3–5 years of experience with accounting/forecasting systems and capital project budgets.
  • 3–5 years of experience with information systems and software such as MS Project and Excel.
  • 3–5 years of analytical or project related experience.
  • 2–3 years of experience using project management techniques.
  • Valid Hawai'i driver’s license (or ability to qualify).
Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically $44-$75/Hr. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
