Overview
  • Responsible for managing and overseeing the HRIS (PeopleSoft) to include designing, implementing, sustaining and continually improving the input, management and extraction of data.
  • Develops and implements a data analytics capability together with the functional stakeholders. =creates standardized HR dashboards, which are up to date in real time and available to stakeholders at all times.
  • Leads the request management and prioritization process for HR, as well as system and process improvement projects.
  • Develops and sustains relationships with both business and other support department leaders, in particular IT as an integral part of HR process improvement initiatives.
  • Directly oversees the activities of the HRIS Specialist.

OPERATIONAL RESPONSIBILITIES:
  • Facilitates analytical and technical support to the HR Division.
  • Optimizes all facets of the HRIS function from data collection to data analysis and reporting.
  • Develops processes that ensure data integrity; e.g. Review Personnel Action Forms (PAF) and Service Request Forms (SRF) to ensure proper HRIS data entry functions are available Uob codes/supervisory authorities).
  • Identifies and drives the creation of reporting that informs and drives business decisions.
  • Works with IT to ensure alignment of priorities related to HR technology requirements maintaining and advancing constructive, productive relationships; ensures all upgrades are implemented on time; and develops and maintains budgets.
  • Provides guidance and technical expertise to HR Leadership for HRIS roadmap and the operations center for daily administration and data management.
  • Works with IT and the HR stakeholders to develop standardized reports of routine HR data (e.g., vacancy rates, turn-over, time to fill).
  • Ensures accurate documentation process manuals are designed and updated for all HRIS processes.
  • Develops user friendly procedures, guidelines and documentation.
  • Trains staff and new system users on new processes/functionality.
  • In collaboration with the HR department, plans, develops, organizes, implements and evaluates the organization' s human resources functions and annual goals.
  • Works with other HR leaders, maintaining a comprehensive understanding of the cross functional processes, to develop data requirements and reporting mechanisms for all key processes within the division; particularly as process improvement and redesign efforts are undertaken.
  • Maintains a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters, and various federal requirements.
  • In collaboration with the HR department, plans, develops, organizes, implements and evaluates the organization' s human resources functions and annual goals.
  • Works with other HR leaders, maintaining a comprehensive understanding of the cross functional processes, to develop data requirements and reporting mechanisms for all key processes within the division; particularly as process improvement and redesign efforts are undertaken.

ADMINISTRATIVE FUNCTIONS:
  • Develops and implements plans to achieve goals and objectives for area(s) assigned.
  • Establishes continuous performance improvement plans for department to achieve operational efficiencies and quality standards.
  • Develops, implements, monitors, keeps current department(s) policies and procedures.
  • Develops annual and capital budgets for area(s) of responsibility.
  • Manages resources and operates within approved budget.
  • Directs and manages staff in accordance with all regulatory requirements as well as policies of The Queen' s Medical Center.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:
  • Bachelor' s degree in human resources, computer science or related field; or five (5) years progressive experience with human resources information systems may be substituted for the education requirement.
  • Current certification as a PHR or SPHR or the ability to obtain certification within one year of hire preferred.
  • In addition to education requirement, minimum five (5) years of HRIS implementation and administration.
  • Experience as project lead or manager of a HR technology system implementation.
  • Strong project management experience. PMP certification is highly desirable.
  • Track record of collaboration and building cross functional partnerships.
  • Advanced Microsoft Office Suite skills.
  • Knowledge of Peoplesoft HRIS including PS query writing and foundation table experience
