Bishop & Co. is seeking qualified candidates for an exciting opportunity for its client based in Honolulu.







This position is responsible for the payroll and benefits for all divisions of the organization, comprised of 4, 000 employees across the state of Hawaii and in select mainland cities. They have oversight of payroll processing, reporting and compliance. This includes ensuring key controls are followed, adherence to state and federal laws, administering union contract work rules and company policies. They are responsible for the overall design, implementation, administration and communication of the various group benefit programs (health, retirement, supplemental). They will ensure that all employee benefit programs are administered in accordance with pertinent laws, regulations and union contracts. They will oversee the payroll and benefit department’ s operations to ensure that all activities are executed well and with the highest commitment to service.

People management
  • Build and lead an effective and cohesive payroll and benefits team.
  • Hold the payroll and benefits team accountable to the operational and service standards.
  • Train, coach and support team’ s development and success.

Payroll responsibilities
  • Ensure that the daily operational functions of the payroll department are run effectively and efficiently.
  • Ensure payroll is being processed timely and within company guidelines.
  • Ensure all key/internal controls are maintained and continually enhanced.
  • Resolve daily operational issues that arise with urgency.
  • Ensure conformance with all laws and regulations.
  • Ensure systems are set-up and updated to reflect current employee base, including wages, benefits, sick and vacation time in line with contracts (union and non-union).
  • Manage regular preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports.
  • Coordinate payroll data requests from auditors, internal, external and regulatory agencies.
  • Ensure payment, payroll taxes and government reports are disbursed on time and accurately to avoid penalties.
  • Develop action plans to address audit controls and recommendations.
  • Reviews, plans and implements improvements to process.
  • Keeps current on industry practices and regulatory developments.
  • Maintains confidentiality and security of payroll data.
  • Develop and implement continuous training for all payroll employees.


Benefits responsibilities
  • Ensure all employees are offered, understand and enrolled in all benefit entitlements and programs requested on a timely basis.
  • Act as liaison between employees and benefit providers to facilitate proper benefit administration.
  • Promote and communicate company benefits through various vehicles.
  • Work with outside benefits consultant to evaluate, design and recommend the best programs at the best value.
  • Serve as primary contact for plan vendors and third-party administrators.
  • Oversee the transfer of data to external contacts for services, premiums and plan administration.
  • Develop, evaluate and revise internal processes to reduce costs and increase efficiency.
  • Ensure compliance with applicable government regulations.
  • Ensure timeliness and accuracy of required reporting, fees and processing of monthly billings for all group plans.
  • Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
  • Audit the accuracy and performance of functions performed by benefits staff.
  • Prepare, collect and organize data for actuarial assessments. Review data in conjunction with retirement benefits committee.
  • Analyze complex benefits information. Forecast trends and assist with future benefits designs.
  • Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding.

Supervisory Responsibilities
  • Management and development of direct reports including:   payroll manager, medical benefits administrator, retirement benefits administrator.


  • Strong management and leadership skills.
  • Strong interpersonal skills, with the ability to develop relationships across all levels.
  • Solid understanding of payroll process, tax filing and benefit program administration.
  • Strong analytical and problem-solving skills.
  • Acute attention to detail, process and organization.
  • Ability to work independently and adapt quickly in a fast-paced environment.
  • Advanced Excel and MS Office skills




Education and Certification/Training

Bachelor’ s degree in business or a related field


Experience and Skills
  • 5+ Years of payroll and benefits management experience in a company with 4, 000+ employees
  • Experience with administering payroll and benefit programs in the state of Hawaii and continental U.S.
