DESCRIPTION OF RESPONSIBILITIES:
- Comply with federal, state, and local environmental regulations and standards.
- Implement, execute and maintain the installation environmental quality program including compliance, conservation and pollution prevention.
- Provide environmental services and qualified manpower to accomplish all requirements.
- Assist with the maintenance and identification of environmental aspects, impacts, and action plans.?
- Complete environmental management plans in the Tool for Environmental Management Plans (T-EMP) tool through eDASH or similar enterprise level platform. Plans included in standard format to be managed through T-EMP are Hazardous Waste (HWMP), Solid Waste (ISWMP), Cultural Resources (ICRMP), Natural Resources (INRMP) and Storm Water (SWPPP).
- Facilitate Environmental Safety and Occupational Health Council (ESOHC) Meetings (participate as non-voting members). Prepare agendas and briefing materials and record and distribute meeting minutes. Attend Semi-annual (minimum) ESOHC meetings. Prepare ESOHC minutes to the Installation Commander.
- Support Environmental Planning, Programming and Budgeting. Submit environmental quality requirements, including compliance, conservation, and pollution prevention.
- Track the execution of environmental funds and submit an Environmental Execution Report.
- Support in the Defense Environmental Programs Annual Report to Congress. Complete data call via the EESOH-M Information System. Maintain access authorization and system access privileges for EESOH-MIS users.
- Support Environmental Education and Awareness. Document attendance and provide it upon request to the GPM or COR. Implement the Environmental Inspection Process to include Shop-Level Inspections and Program-Level Compliance Assessments.
- Document discrepancies utilizing the “Shop-Level Inspections checklist” or host base and provide upon request.
- Conduct Program-Level Compliance assessments and shop inspections and document findings in EASIER (eDash).
- Conduct or assist Internal Compliance Self-Assessments annually.
- Manage the Environmental Impact Analysis Process (EIAP) and submit all EIAP documents, for example, environmental impact statements, environmental assessments, Environmental Baseline Surveys, and categorical exclusions to the ESOHC for approval of actions.
- Prepare EIAP planning, analysis, air conformity analysis and documentation to support all Installation activities including engineering work orders, projects, real property actions and in-house work plans.
- Document air conformity utilizing the Air Conformity Analysis Model (ACAM).
- Maintain records of all EIAP documents in the Civil Engineering (CE) Project folders.
- Participate in and provide feedback or required information in all NEPA activities for the installation.
- Review and coordinate all design and construction work orders for engineering projects and provide feedback to ensure incorporation of all applicable environmental requirements.
- Upon notification, ensure new construction or modifications to existing sources are not initiated until appropriate permits (or binding requirements such as but not limited to; mitigation factors in an EIS or leading to a FONSI) are received from cognizant regulatory authorities.
- Review all permits and permitting requirements and potentially applicable federal, state, and local requirements as necessary to ensure compliance conditions are met, for both current mission operations and projected missions.
- Ensure comments on federal, state, and local proposed rules, revisions, plans, protocols, permits, and negotiations with federal, state, and local regulatory agencies regarding installation-specific issues (e.g., variances, permit limits and operating conditions) are coordinated with Installation Commander and COR prior to external communication. - Execute Environmental Baseline Surveys (EBS) for Real Estate transactions, ensuring protection of human health and the environment, and determining the possible effects of contamination on property valuation.
- Serve as the basis for notice of environmental condition when required and report suspect conditions to COR.
- Act as the liaison office for air quality compliance and resource management issues with regulatory agencies, and with both internal and external audit or assessment personnel.
- Establish local reporting procedures and provide technical expertise regarding air quality compliance. Also includes Refrigerant Management tracking and reporting, and Employee-vehicle Certification and Reporting System (ECARS) (if locally required).
- Maintain all records in the Air Pollution Information Management System (APIMS).
- Provide education and training, to include Air Management Training, Air Source Operator Training, and shop level training to meet applicable federal, state, and local air quality compliance requirements.
- Report all Enforcement Actions, Spills and Inspections (EASI) Reporting (EASIER) to the host installation and COR.
- Report actions, spills and inspections to the Installation/Site Commander/USAFLO. Chair, implement and maintain existing Hazardous Material Management Process (HMMP) Team and Charter. Develop, implement, maintain and review a Hazardous Materials Management Plan (HMMP) in T-EMP.
- Operate a HAZMART, the only entity on an installation authorized to issue Government-owned HAZMAT from any source.
- Account for and track all HAZMAT on the Installation at a level sufficient to meet environmental reporting requirements and support fire protection, ESOH, and disaster response efforts.
- Manage inventory receipt and issue data to include AF Form 3952s and Safety Data Sheets (SDS) in EESOH-MIS.
- Complete installation Emergency Planning and Community Right-to-Know Act (EPCRA) reporting requirements.
- Account for all HAZMAT. Plan, Program and Budget for all necessary HAZMART resources.
- Submit environmental-eligible HMMP funding requirements through the environmental programming/budgeting system.
- Implement, execute, and maintain the Hazardous Waste Management Plan (HWMP) including Site Waste Stream Process Descriptors, Initial Accumulation Points (IAP) locations, Appointment of IAP Managers and Waste Profile Information.
- Perform all Sampling Analysis for all waste streams, petroleum, oil, lubricants, and fluids.
- Manage the installation HW program including control and oversight of HW disposal.
- Coordinate the HWMP with the approval of the Installation ESOHC.
- Ensure the Installation hazardous waste generators including base organizations, tenant organizations, and other contractor operations comply with the HWMP.
- Maintain HW related records in the approved environmental reporting system.
- Submit hazardous waste disposal requests with cost estimates through COR for approval and cost reimbursable funding.
- The complete EESOH-MIS database shall be baselined. After baselining, EESOH-MIS data shall be maintained to ensure accuracy.
- Implement, execute, and maintain the Integrated Solid Waste Management (ISWM) Plan. Coordinate the ISWM with the approval of the Installation ESOHC.
- Manage the installation environmental program including control and oversight of Solid Waste (SW) disposal, management of landfills and required sampling and analysis. Maintain all SW records for active and closed landfills.
- Support in tracking compliance of Aboveground Storage Tanks (ASTs).
- Maintain all above-ground storage tanks IAW applicable federal, state and local regulations. Ensure applicable registration, permits and notifications are completed for all storage tanks.
- Update and maintain the storage tank inventory in the real property record and in the AF network approved Storage Tank Accounting and Reporting (STAR) system.
- Inspect ASTs (including organizational tanks) and record in STAR. Inspect ASTs monthly and annually and record in STAR IAW environmental regulations.
- Implement, execute and maintain the Spill Prevention Control and Countermeasures (SPCC) Program.
- Respond to all spills of POL and hazardous substances and perform containment, recovery, disposal and restoration activities.
- Provide and document training for all oil-handlers annually.
- Report all Spills in EASIER.
- Review and update SPCC on an annual basis. If changes require Professional Engineer (PE) stamp, provide PE service.
- Implement, execute, and maintain the Asbestos Operations and Management Plan.
- Maintain an inventory of known friable and non-friable Asbestos Containing Material (ACM).
- Notify Installation CE and 21 CES/CEIE if ACM requires repair, maintenance, or removal. Implement, execute, and maintain the Lead-Based Paint (LBP) Management Plan.
- Maintain an inventory of known LBP on the Installation. Notify Installation CE if LBP requires repair, maintenance, or removal.
- Maintain an inventory of known Polychlorinated Biphenyl (PCB)s on the Installation in the HWMP. Dispose of PCBs IAW Federal, State and Local laws.
- Implement, execute, and maintain the Integrated Natural Resources Management Plan (INRMP) to include a Wildland Fire Management Plan (WFMP, if needed).
- Annually coordinate with State appropriate agencies, and Federal Fish and Wildlife Services for approval.
- Submit updated 5-year INRMP for review and approval annually.
- Implement, execute, and maintain the Integrated Cultural Resources Management Plan (ICRMP).
- Prepare coordination documents for Installation Commander’s signature.
- Coordinate draft documents with COR prior to signature. Assist the Installation Tribal Liaison Officer (ITLO) in preparation and coordination of required communications and meetings.
- Maintain records of communications, meeting minutes and tribal contacts.
- Perform all Cultural related functions including 106, 110 and management of projects.
- Environmental Restoration Program (ERP).
- Maintain the administrative record. Provide information as requested.
- Environmental Correspondence and Permits.
- Provide copies of all federal, state, and local environmental correspondence received to COR.
- Coordinate all outgoing correspondence to federal, state and local officials with the Installation Commander. Provide copies of correspondence received to COR within four days of receipt.
- Implement, execute, and maintain the Integrated Pest Management Plan. Coordinate changes with COR prior to signature.
- Collect and report data on all installation pesticide use in the Integrated Pest Management Information System (IPMIS).
- Review contract specifications and serve as the primary POC for all installation pesticide compliance. Utilize certified pesticide applicators.
Bachelors of Science degree in environmental science or engineering
The salary range for this role is $90 – 140k annually.
REQUIRED SKILLS AND EXPERIENCE:
Minimum 5 years experience in environmental field and is corporately trained on applicable Federal and State requirements regarding environmental protection, transportation, labeling and spill response requirements IAW 7 CFR 355-356; 29 CFR 1910.120 and 1910.1200; 32 CFR 989; 40 CFR 112, 260-280, 302, 355, 370, and 700-799; 49 CFR 105- 180, and 383; 50 CFR 17-453; Hawaii Administrative Rules (HAR) 11-260 thru 280; and HAR 11-58.1. In the event environmental laws/regulations change during the term of employment, the employee is required to comply as such laws come into effect.
